Supportive Housing Options in Louisiana

The state of Louisiana offers a variety of Supportive Housing options for residents experiencing homelessness, mental health issues, elderly, individuals with disabilities or low-income households. These options serve to provide safe, affordable lodging for individuals who may need additional support in daily activities. The state, in collaboration with federal programs and non-profit organizations, provides subsidies to facilitate these facilities.

Permanent Supportive Housing Program (PSH)

The Permanent Supportive Housing Program is a partner program between the Louisiana Department of Health (LDH) and the Louisiana Housing Authority (LHA), and it's also funded by the U.S Department of Housing and Urban Development (HUD). The main aim of this program is to provide housing and supportive services to individuals with disabilities and their families. The services provided may include case management, life skills training, and health-related services according to individual need. The program caters to people living on the streets or in shelters and who require assistance in daily activities due to chronic disability.

Shelter Plus Care (S+C)

Shelter Plus Care program is primarily targeted towards individuals and families with disabilities, specifically those with serious mental illness, AIDS or related diseases, and substance use disorders. The program provides rental assistance combined with supportive services from various sources, with the housing assistance provided through four component programs: Tenant-based Rental Assistance (TRA), Sponsor-based Rental Assistance (SRA), Project-based Rental Assistance with Rehab (PRA-R), or Project-based Rental Assistance without Rehab (PRA).

Rapid Re-Housing (RRH)

Another Supportive Housing option that exists in Louisiana is Rapid Re-Housing. This is an intervention designed to help individuals and families that don't need intensive and ongoing supports to quickly exit homelessness and return to permanent housing. Rapid re-housing assistance is offered without preconditions such as employment, income, or absence of criminal record and the resources provided may include short or medium-term rental assistance and supportive services.

Homelessness Prevention Programs

In addition to the programs that focus on providing housing options, Louisiana also boasts a variety of homelessness prevention programs. The Louisiana Housing Corporation offers Emergency Solutions Grant (ESG) designed to prevent the spread and effect of homelessness by providing funding to rehabilitation or conversion of buildings for use as emergency shelter for people experiencing homelessness, essential services related to emergency shelter and street outreach for homelessness, short-term and medium-term rental assistance and services to stabilize and rapidly rehouse individuals and households who are homeless or at risk of becoming homeless.

Louisiana Low Income Home Energy Assistance Program (LIHEAP)

LIHEAP is a federal program that helps low-income households with their energy bills. This program offers various types of assistance, including financial aid with energy bills, energy crisis assistance, weatherization and energy-related home repairs. While LIHEAP doesn’t provide direct housing support, it can indirectly help low-income families and individuals by reducing their overall living costs.
